Under PM Kusum scheme
PM-KUSUM = Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan Scheme
… Farmers with 2 acres or more can set up ground mounted solar PV plants on barren and uncultivable land with Own investment or on Lease basis for 500kW (2 acres) or for 1MW (4 acres) plant.
Investment & Income:
- Around Rs. 4Crore is required to install 1MW solar plant which will generate approximately 12 lakhs units per year. It can give a return of Rs 42 lakhs per year @ fixed upper unit rate of Rs 3.50 per unit. (6lakhs unit produced x Rs 3.50 unit rate).
- Around Rs 2 Crore is required to install 500kW & generate approximately 6 lakhs units yrly. It can give a return of Rs 21lakhs per year @ fixed upper unit rate of Rs 3.50 per unit. (6lakhs unit produced x Rs 3.50 unit rate)
- Unit purchase rate can be approx Rs 2 to Rs 3.50 in case of bidding but never above Rs 3.50 per unit
- Bank Loans are available for the project.
(i) Model 1: Farmers investment model.
Farmer invests the full amount and KSEBL purchases the entire solar energy from the farmer at a predetermined levelised tariff for 25 years….
The tariff for purchase of solar power from the farmer may be fixed as Rs.3.50/unit. If tariff bidding is resorted to for selecting the farmers, this rate may be fixed as upper ceiling rate in the bid.
(ii) Model 2: Lease model
KSEBL take over the land of the farmers for lease or on right to use agreement for a period of 25 years at a lease rent rate of Rs.0.10/unit of solar generation to the farmer for 25 years. KSEBL investment will be through EPC or RESCO mode.

The second model seems very senseless model. Who would give 2 acres of
land for a rent of Rs 25,000/yr ? Ideally 2 acres should get 12 lakh units x
0.10 = Rs120,000/yr. Now this can be considered ok for fallow land. But KSEB
states that they will utilise only 1/4th of that area and give a paltry 10
paise per unit for electricity produced while they have no problem purchasing
electricity at Rs Rs 6.17/unit from Kochi-based GJ Eco Power Pvt. Ltd that too
after providing it with enough waste to generate their power

The Solar Power Plant can be setup by:
- Individual farmers
- Group of farmers
- Cooperatives
- Panchayats
- Farmer Producer Organisations (FPO)
- Water User associations (WUA) on barren/fallow land.
Conditions for both models:
- The proposed land shall be located within 5km radial distance from any of the KSEBL substations.
- These power plants can also be installed on cultivable land on stilts where crops can also be grown below the solar panels.
- KSEBL will verify the technical feasibility of the land.
- Eco-sensitive or ecologically sensitive areas, forest areas, water logged sites and land coming under the Kerala Conservation of Paddy land and Wetland Act 2008, coastal zone Management Act (CZMA), etc shall be avoided.
- The abandoned quarries formed by mining of rocks, brick kilns and laterite site etc can be considered if there is no water logging.
- Shadow free land without any obstructions or trees is suitable.
- Interested land owners/farmers may register online specifying the preferable mode of participation (Own investment or Lease).
Cost of setting up Grid connected Solar Panels:
- 1,000kW (1MW)= 4 Crs
- 500kW = 2Crs
- 250kW= 1Cr
- 125 kW=50L
- 62 kW=25L
- 31 kW=12.5L
- 15 kW=6.25L
- 7.5 kW=3.12L
